BANNING, Calif. — October 31, 2026. City utility customers reviewing electric, water and sewer statements should pay attention to the service dates as well as the amount due, especially if a bill includes older consumption periods.

In its public utility-billing FAQ, the City of Banning says a replacement billing system launched in November 2024 failed, forcing a return to software first used in 1992. Bills were paused for approximately six months while the city restored its legacy process; the city reported that November 2024 consumption was billed in April 2025.

Steps for customers

Check the service-period dates next to the electric and water monthly charges, compare those dates with prior bills and payments, and retain copies of your records. The city says its advanced meters have stored consumption readings during the billing disruption, but an individual customer who sees an unexplained balance should request an account-specific explanation.

The city’s utility-billing webpage provides a bill-reading video, online payment access and information about delayed bills. It says the online portal has no transaction fee and is unavailable for a scheduled 24-hour end-of-month processing period.

Where to ask about a balance

Customers can call (951) 922-3185 Monday through Friday, 8 a.m.–5 p.m., email ubweb@banningca.gov or visit 99 E. Ramsey Street.

The FAQ was written amid the backlog and discusses earlier plans to catch up by March 2026. That historical projection is not proof of the system’s current completion status. Any current late-fee waiver, autopay settings or installment arrangement should be confirmed directly with customer service before relying on it.
