BANNING, Calif. — October 31, 2026. Banning Electric Utility’s published five-year rate plan identifies a 16% adjustment for residential customers in fiscal year 2027, following the 20% increase shown for FY2026.
The city says its council approved the multi-year schedule on October 14, 2025, with increases beginning November 1, 2025. The published table also lists 20% for small commercial and general service customers in FY2027, and different percentages for other customer classifications.
Does every bill rise exactly 16%?
No. The table describes rate adjustments for a customer class. A specific customer’s actual monthly bill also depends on electricity consumption, rate components, service classification and other applicable charges. It would be misleading to promise a particular dollar change without examining a real bill.
Why the utility says rates are changing
The city cites electric-system costs, the need to rebuild financial reserves, infrastructure investment and renewable power procurement. Banning Electric Utility is community-owned, and city officials characterize the adjustments as measures to support reliability and financial stability.
The utility also points to assistance and conservation options such as payment arrangements, low-income assistance and medical discounts. Availability and eligibility vary, so residents should check individual programs before applying.
To understand your own bill, compare electricity usage over the same season and ask the utility to identify the tariff that applies to your account. Separate problems involving delayed utility billing should be reported through the city’s customer-service department.
