BANNING, Riverside County — November 4, 2026. Banning has early results in two City Council district races, along with three closely watched local ballot measures. The early numbers should be treated as individual contest snapshots, not as certified election outcomes.
District 4
Marco Santana received 512 votes (46.21%), Richard Royce 390 (35.20%) and Nathaniel Rodriguez 206 (18.59%) in the election-night table.
District 5
Chris Castorena had 222 votes (52.36%), Colleen Wallace 129 (30.42%) and Christian Villagran 73 (17.22%). These small totals may change substantially after more ballots are counted.
Measures U, V and W
The dashboard listed Measure U at 51.06% yes (2,735 votes) and 48.94% no (2,621); Measure V at 51.98% no (2,762) and 48.02% yes (2,552); and Measure W at 52.27% yes (2,798) and 47.73% no (2,555). NBC describes Measures U and V as land-use amendments and Measure W as a development-agreement question. Each is a separate local legal proposal, and no final outcome should be reported until the required vote threshold and canvass are confirmed.
What to expect
Counting continues with eligible mailed and provisional ballots. At these margins, the voter decisions on municipal policy could change after Election Day. Check the original measure text and the registrar’s updated reports before drawing conclusions about implementation.
